Palmer Schoening, President

Palmer Schoening is an accomplished government affairs and political communications professional with experience representing the interests of business and association clients in a wide variety of industries before the U.S. Congress. Mr. Schoening maintains a well-established network of high-level relationships among Congressional offices, the White House, and key committees, as well as within the downtown business and advocacy community.
Mr. Schoening serves as Chairman of the Family Business Coalition (FBC), a group of over 150 organizations dedicated to lowering taxes on America’s family-owned and operated businesses. FBC’s monthly off-the-record coalition meetings feature presentations from members of Congress and Capitol Hill’s top tax staff.
Schoening has served as an association executive and helped to establish a Washington, DC presence for multiple advocacy groups in the small business space. His firm Schoening Strategies provides on the ground representation for several private companies and associations in Washington, DC.
Mr. Schoening also delivers strategic advice to accounting firms, estate planners, wealth managers, and family offices across the country.
Palmer Schoening is a graduate of Hillsdale College in Michigan where he studied economics and earned his Masters in Public Policy from George Mason University in Virginia.
Josie Gallagher

Josie Gallagher is Director of Government Affairs at Schoening Strategies. Josie meets directly with members and Capitol Hill staff to advocate for our clients, organizes issue briefings, analyzes legislation, and schedules meetings for executive visits and fly-ins. Josie maintains a network of connections with Congressional tax, healthcare, and media staff which we often call on to help advance our advocacy efforts. Josie serves as executive director of the Family Business Coalition, a coalition of over 150 small business associations dedicated to protecting family businesses, and the Free2Care coalition, a group of 70 physician organizations and 2 million patients nationwide promoting transparency, affordability, and competition in the healthcare system. She is a graduate of George Mason University in Virginia.
